This plan review will focus on the health issues around indigenous childbirth based on the plan, Koolin Balit Victorian Government strategic directions for Aboriginal health 2012–2022 (Koolin Balit plan). Firstly, this report will provide an overview of Koolin Balit plan, which is the plan that provides clear directions and strategies to guide the Victorian Government to improve Aboriginal health in the next 10 years (State of Victoria, 2012). Among six priorities demonstrated in the Koolin Balit plan, this report will investigate “a healthy start to life” as the priority area and the affected groups including pregnant indigenous women and indigenous infant (State of Victoria, 2012). This review of the Koolin Balit plan will also analyse three determinants behind the health issue about indigenous childbirth, including the social determinant- the social gradient, the social determinant-education, and the environmental determinant- the access to health services (State of Victoria, 2012)
