This report will focus on the Victorian Government's health strategy plan to improve Aboriginal health in Victoria. The report will provide an outline of the 'Koolin Balit: Victorian Government strategic directions for Aboriginal health 2012-2022' which provides direction on the government’s commitment to addressing Aboriginal health (Department of Health, 2012). There are six priority areas and this report will outline one of the priority areas, that is to ensure a healthy start to life. The at-risk groups in regards to the healthy start to life priority area; indigenous pregnant women and their infants, will be critically analysed along with three determinants of health; education, tobacco use and access to health care.
