INTRODUCTION AND TASMANIAN DAMS Tasmanian Dams HEC was created by Tasmanian legislation. It’s functions included the building and running of hydro electric plants to generate electricity to supply electricity for Tasmanians. The second thing it did was to sell electricity to consumers in Tasmania., The third thing it did was to provide policy advice to the Tasmanian government on the electricity needs of Tasmanians. In 79 the HEC proposed another project to build a dam at the bottom of where the franklin river meets the Gordon river. It would again involve considerable destruction of the surrounding wilderness, and the Tasmanian community was split. At the international level, the world heritage convention came into operation in 75, with Australia ratifying the convention.
